Hala Hamad currently serves as Director of Accreditation Directorate in the Higher Council for the Rights of Persons with Disabilities (HCD), Jordan’s primary disability policy-advocacy organisation, a position she has held since March 2015. This directorate responds to Law 20/2017 and is responsible for developing standards and managing surveys and surveyors, working to ensure quality improvement of services and programs for persons with disabilities in different sectors.
Hamad continues to acquire experience in developing standards through contributing in developing the Diagnostic Centers for Persons with Disabilities Accreditation Standards which recently has been developed via meeting the requirements of ISQua and participating in the Steering Committee. She received a ‘surveyor’s training certificate and became acquainted with the surveyor process that enables her to manage, assess and educate organizations relating to standards. Her good expertise in diagnostic tools and tests which enabled her to play a major role in providing some diagnostic centres with updated published standardized IQ tests and assist them to establish good practices in the process of evaluating and diagnosing persons with disabilities.
Hamad and her team undertook training to establish Risk and Quality Management by developing polices and operational guidelines that will assist in improving the performance of the Directorate. They were also able to develop operational and administrative guidelines in compliance with ISQua’s international requirements.
Hamad has extensive expertise in survey and situation analysis that made her responsible for a project assigned to HCD by the Royal Hashemite Court assessing the needs of persons with disabilities and institutions providing vital services for them in Al Mashara’ area and to provide public authorities with an analytical study with the aim of producing innovative solutions for some of the core services.
Hamad was part of Jordan’s delegation attending the 11th Session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (CRPD). She also participated in numerous ESCWA meetings that were held in Jordan and Saudi Arabia.
Hamad has a background in Speech and Language Pathology which has provided a sound basis for developing her career. She served as the Director of the Early Intervention and Rehabilitation Directorate in HCD, having established and led the Directorate, upon joining the organisation, in 2010, to ensure that HCD provides models in rehabilitation and assistive devices. She also has been associated with many projects in the health sector related to disability, including establishing a PKU lab in the southern area of Jordan which is an area lacking in early detection services. She proposed and held a training course for a team of sign language interpreters in the Ministry of Health to serve persons with hearing disability when they seek medical assistance.
Hamad has co-authored a booklet on Medical Insurance for Persons with Disabilities: Rights and Responsibilities, and was responsible for several workshops conducted for medical personnel and persons with disabilities related to medical insurance, among numerous other programs.
Before 2010, Hamad worked in a number of positions in Jordan, including in speech and language therapy, research, and as a part–time lecturer and a consultant at the University of Jordan. She has a Master’s degree in Speech and Language Pathology, with substantial experience as a clinician and a field worker.
